About the Woodward City/County Emergency Management Staff

The office is staffed by the Emergency Management Director, Matt Lehenbauer.  He
previously served as Lieutenant with Mustang Emergency Management and as a volunteer
with Oklahoma County Emergency Management.  Lehenbauer holds an assoicate degree in
Police Science and a bachelor degree in Criminal Justice. He received meteorological
instruction from the O.U. School of Meteorology and is a former storm chaser for KWTV and
KOCO television stations in Oklahoma City.  His severe weather footage has been broadcast
nationwide on a number of television outlets, including The Weather Channel.  Lehenbauer
has worked as a police officer for the City of Woodward for 10 years and as Emergency
Management Director since March of 2005.

Lehenbauer is certified as an instructor for the National Incident Management System, and is
a law enforcement instructor through the Council on Law Enforcement Education and
Training, specializing in less-lethal weapons training, as well as being a Red Cross Instructor.  
He also holds Haz-Mat Awareness Level Certification, CLEET Advanced Peace Officer
Certification, First Responder emergency medical certification, and Technician Class Amateur
Radio Operator.

The office also has approximately 50 dedicated volunteers from various professions and
interest groups.  We are an OK-First Certified Agency, and are working towards certification
of Woodward County and the City of Woodward through the StormReady program.
About the Emergency Management Seal:

The eagle and shield, adapted from the Great Seal of the United States, represent vigilance
and preparedness.  The red triangle represents civil defense. The banner motto, "PACE AC
BELLO MERITA," means "Service in Peace and War", also represented by the fig and arrows
grasped by the eagle’s claws.  This indicates the Office’s responsibility in all types of
emergencies: natural or man-made.  The entire seal is an adaptation of the Federal
Emergency Management Agency's seal.

Our mission is to provide services to the citizens of Woodward County and emergency
services personnel at a minimal cost to the taxpayers of Woodward County.  Our office
accepts donations from corporations as well as individuals of
single-serving sealed bottled
water
and monetary donations to support our efforts.  In addition, volunteers are always
needed for the Local Emergency Planning Committee (L.E.P.C.) and the Community

Our History
On April 1st, 1957, the "Woodward Civil Defense" was formed by Woodward City Ordinance
No. 465, establishing a civil defense organization for the City of Woodward, appointing a Civil
Defense Advisory Committee and a Director of Civil Defense, by Mayor F.C. Stark.  The Civil
Defense Director's position was prohibited by ordinance from drawing a salary until Ordinance
No. 563 was passed on November 6th, 1961.  On February 5th, 1962, the City of Woodward
and Woodward County signed an agreement to combine their two Civil Defense Agencies into
one unified agency.

Through the early 1990's, Civil Defense had primary responsiblity of nuclear war
prearedness.  Civil Defense later changed its name to "Emergency Management", with the
end of the cold war era.  In modern times, Emergency Management is charged with preparing
and responding to both man-made and natural disasters, and other homeland security issues.

What is Emergency Management?

The Woodward City/County Emergency Management office is a government agency charged
with protecting the lives and property of all people within Woodward County.  This is
accomplished through a coordinated and integrated effort to prepare for, respond to, recover
from and mitigate future emergencies and disasters.

The Office is overseen by Woodward County Commissioners Ralph Triplett, Ted Craighead
and Vernie Matt, as well as Woodward City Manager Alan Riffel.  It is primarily funded by
Woodward County, with supplemental funding provided by the Okla. Dept. of Emergency
Management and the City of Woodward.
